Russia's internet watchdog Roskomnadzor warns how these services could increase the risk of having personal data compromised. "VPN services can give users an erroneous idea of their own anonymity on the Internet. However, foreign owners of such services have access to all information that Russian users transmit through them," wrote Roskomnadzor in a statement released on April 10, the Russian news agency Interfax reported. The infamous internet regulator went on to explain the supposed risks of users' personal data, like financial information and passwords, becoming the target of hackers looking to use these details for "fraudulent purposes, blackmail and other illegal actions directed against the users themselves or their environment."

Russia's telecommunications watchdog Roskomnadzor has asked the owners of 10 popular VPN services to join a state IT system that contains a registry of banned websites.

By linking to the system though, VPN companies would prevent their users from being able to reach websites which have been blocked or use services, such as the encrypted messaging service Telegram, which have been banned.
According to Roskomnadzor, it sent notifications to NordVPN, Hide My Ass!, Hola VPN, Openvpn, VyprVPN, ExpressVPN, TorGuard, IPVanish, Kaspersky Secure Connection and VPN Unlimited, giving them a month to comply.
If the VPN companies in question decide not to comply with the obligations stipulated by Russian law, Roskomnadzor said it may decide to restrict access to VPNs throughout the country.

People have already moved to renting VPS in Scandinavian countries & eastern Europe to get around the Vpn ban. This happened years ago, and I imagine it's still the case.
