uk_proces_state.txt is not a standard Windows file that I can identify with confidence. Its repeated creation usually means that an installed application, updater, script, or scheduled task is recreating it. The name alone is not enough to determine whether it is malicious..txt.Are you sure it is a text file? When you click on properties and look at its location, is it located on Desktop or is it a shortcut that points to another location? There's a wierd empty txt file named uk_proces_state that keeps appearing on my desktop and it keep coming back after i delete i multiple times.
