Tuning is the right word, just like with Windows Defender, it works great by default, but when you tune it up, it gets a little better.It's the same as with "Tuning" tools which display +300% performance at every run.
It's more than just a cleaning utility. It has nice windows fixing tools and other useful stuff.It is the better of those two, but is it really needed?
The only cleaner/optimizer that I use next to the Windows buit-in utilities is the free CCleaner.
And even that one is debatable.
