Yandex is actually based on opera, except of few features such as adblocker and vpn.Opera has been blocked here since 2016 as well, but I recently noticed that I can access the website again—maybe it’s an error or something temporary. You can probably download it from Softpedia and use their VPN when you need to update. However, I don’t think you’re missing much without it, since everything available in Opera is also accessible through other browsers, including shady stuff.
Both has the feature of autoscolling to top on clicking tab.
