SPEM? Do you mean Symantec SEP? If so, endpoint security softwares needs to have so called "epo" aka policy orchestrator(central based) where you can manage clients on the network running non-managed SEP.

Everything i needed is here from load balancing and failover for my remote client's (laptops) to biometric authentication.

Yeah SPEM is the policy orchestrator of SEP .
