When i am in China , i had try two different ISP ,
in office , we are using China Telecom(
ไธญๅฝ็ตไฟก)๏ผ
at home , we are using China Mobile(
ไธญๅฝ็งปๅจ) .
But itโs very interesting is ,
two different ISP had a big difference in the restrictions (management) of VPNs .

The following is my experience at the time,
But because it was in 2019, it may be different from the current situation.
When i am in my office , using China Telecom's broadband ,
almost all VPN can't be connect ,
such as ExpressVPNใWindscribe or any other VPN i know ,all failure .
However my friend's company had a branch at Singapore , they provide a private VPN for it ,
Is the only one I successfully connected to the VPN , but do not know what kind protocol they are using ,
only know they are using Cisco's program name call "
Cisco AnyConnect " .
Back to my home , we are using China Mobile's broadband ,
when the time comes to 7:00 am to 6:00 pm ,
during this time , no matter which VPN provider you use ,
the VPN service is easy to connect .
The only thing to note is choice the right server , such as Japan or Hong Kong or Singapore ,
speed and Ping are better .
But the freaky thing is , when the time comes to 6:00 pm until next day's 7:00 am ,
VPN connection success rate will be greatly reduced , the VPN that was originally available no longer works at night ,
Even if the connection sometimes succeeds suddenly ,
the speed and ping was terrible , even Youtube 360p cannot be played smoothly .
So i simply gave up and went to sleep , and guess what ?
yes , I got up the next morning and then the VPN can be used normally again ~
it seems China Telecom had a very strict policy limit for VPN ,
but China Mobile seems limited opening VPN for office hours .
But this is just my guess ,
after all , Chinaโs internet policy often changes ,
Sometimes you can sometimes not , you never know , it depends on luck .
