No, it's for 21H2 or even later versions.
Feature in the dev channel do not have to show up in any builds.
It's Microsofts testing playground.

This roundup includes the features and changes Microsoft has been working on in the last 24 builds for Windows 10 available via the Dev Channel.

Proposed features that show up in the Dev builds can just as well undergo major changes if not outright disappear before trickling down to the Beta channel and then Release. A lot (not all) is contingent on Feedback and Insiders telemetry.
