Windows Firewall is not starting!

Steps taken to resolve, but have been unsuccessful

Did you make changes to your PC prior to this issue?

I would suggest you to make the “Windows Firewall Service” startup type to “Automatic”.

Follow these steps:

a. Press “Windows key + R” from keyboard.

b. Type “services.msc” without quotes in the “Run” Window and hit enter.

c. Search for “Windows Firewall”.

d. Make “Startup Type” to “Automatic”.

e. Click "Apply" and then "Start"

f. Press "Okay" then head over to Windows Firewall to check.

Are you infected somewhere else before? Because those errors cause of corrupted Windows Firewall functionality either missing file/services to work on.

You should download Farbar Service Scanner http://www.bleepingcomputer.com/download/farbar-service-scanner/ but it's better if you create a thread in Malware Removal...

You may need to Repair install Windows 8.1 (according to your Config).

Do a clean install of your operating system and it will sort out your firewall problem. Always backup your files and data before performing a clean install.
