Troubleshoot Windows Firewall isn't working

Briefly explain your current issue(s)
Still Windows Firewall isn't working and updates can't be installed.
Steps taken to resolve, but have been unsuccessful
I scanned my pc with various programs to see if i was infected and tried to start Windows Firewall through Services.
In the picture bellow these are the updates that can't be installed.

All the updates have the same error code.
I searched in google and saw that is a Windows Firewall related problem.
I went to Services and tried to manually start WF but i couldn't it gave an error message.

Another article suggested to scan the system because this kind of problem can be caused by a rootkit.
So i did scan on my pc with Kaspersky TDSS Killer, EEK, ZAM Premium, MBAM, ESET Online Scanner.
Nothing was found my pc is clean.

Some other articles suggested to start some other services like BITS because they may affect the functionality of WF but that didn't work too.

One last article that i was hoping to help me was talking about MpsSvc driver and it wanted through registry key to make some changes and enable WF after reboot. That also failed.

Finally today i decided to download W10 through Media Creation Tool to do a clean install but to my surprise that also failed:eek:.

If someone has encountered with this problem and solved it please help me.

@Dirk41 just to be clear.
My laptop is working but i have this firewall problem.
Also i can't update Windows Defender.
If you see in post #1 i have an image of what updates can't be installed.

Other than that my system is working correctly. Just a few times i am noticing some lags that i didn't have before.
Security problems are solved easily by installing third party programs

I will try one more time the instructions from the article you posted and i will tell you what happened

I performed the steps 3,4,5 as said in the article that @Dirk41 posted and nothing was found all is good.
And as i read in the comments following the instruction sometimes it's best to do a clean installation to solve all this problems and that's what i am planning to do in the next days.
But every time i restarted my system i got a notification to start WF.
@yesnoo i do have installed third party security programs.
Should i remove them and then make the check of my system?

ehm. you always have third party av working?in that case wf should be disabled automatically and even defender (it has always worked in this way with me with norton...when i used it)

A link for anti-spy tools.
I don't which exactly do you mean.
But as i said in my first post i did run a scan on my system with ZAM, EEK, MBAM, TDSS KILLER, ESET Online Scanner.
All of them found nothing my system is clean

No the problems didn't start after i installed XVirus.
The problem with the firewall appeared when i already had Kaspersky installed.
Also i was using Kaspersky in default settings so i don't think that the problem was created by Kaspersky.
As i said in the post #24 reading the comments from the article you provided sometimes it's better to do a clean install.

Over the years when i want to format my pc and do a clean install i find the opportunity to test some new programs.
I mean AV's, third party firewall, browsers, driver updater's etc.
Right now i am trying Xvirus Personal Guard, Private Firewall, Firefox x64, Palemoon x64 and some others staff.
Of course i have already standing by an ISO of W8.1 to use it when i will decide to do the format.

i am not an expert but i never read kasper av and fw can coexist with defender and wf.
if you have always lived in this way and no problem till now,well,i don't know why. but for sure i always read kasper can't work together with defender and is also useless defender if you have kasper on

When i was using KIS Windows Defender wasn't working or the WF.
But Windows Defender seems to be working alongside Xvirus.
I will unistall Xvirus and Private firewall and do the commands again and i will see what is happening.

@yesnoo i uninstalled Xvirus and Private firewall.
Restoring WF to default can't be done because WF can't start as i mentioned earlier.
I performed the actions which are suggested in the article provided by @Dirk41 using and the second option
with PowerShell and the results were that everything is good on my system.
One thing i noticed is that after removing Xvirus and Private firewall i could update Windows Defender.
I think that Private firewall was blocking the update.

As i said earlier it 's time for me to test some other programs.
By the way i stated earlier that my system is not in a bad shape but some updates can't be installed.
So for the meantime i will continue to use W10 and do a format when some critical updates can't be installed

After uninstalling security programs...restore firewall didn't worked...so why you didn't give a try to tweaking.com tool?

I think you should give a try to tweaking.com tool with no security software installed.
And do notice that now the tool mention something like for better & fast repairs run in safe mode or something.
