Doesn't change the fact that there is no point of recommending it. All the paid solutions that you mentioned are good picks, but Opera's "VPN" simply isn't. 😕
What can you "recommend" for Free and Unlimited.. OP already dismissed Windscribe saying 10GB is not plentiful. The free tiers of paid privacy solutions offer less than 1GB of data, or none at all.

Then he should be using none at all. Either paying for a VPN or extending the free data by inviting people to use the VPN. (I think that's how it works with Windscribe or ProtonVPN). There are mainly two reasons for using a VPN, privacy / security and unblocking restricted content. If he decides to use a free VPN for privacy then hes better off without one at all. If he wants it for unblocking then he might want to consider using a proxy instead.

It’s funny when these VPN criticisms get posted, because they are valid. But, most people aren’t getting VPNs for these reasons and to avoid these advanced tracking threats. I would suspect most users are torrenting and don’t want letters from their ISP, or wanting to circumvent blocking of certain ‘content’ on their home network. Also, unblocking georestricted content. They are correct that VPN advertising is incredibly misleading.
