Because it is a 1 year license for 1 PC and after formatting it considers it a second PC.
Contact customer support and they should take care of it.

Generally it happens if you forget to reset a license before formatting. Please note if you want to reinstall OS you should always reset a license in your adguard otherwise you can encounter such problem. There is another way to solve this problem not contacting their support. Go to your account:

https://adguard.com/en/login.html

Enter your email/password to login into. There you can disable (reset) a license attached to your PC. Now the license will be unattached and you can activate your adguard again. But if you don't know your password you can retrieve it if you remember your registered email
