free or paid?

if you can afford a paid AV; i will suggest Webroot SA , it is hassle-free

if you want free : avg , mse ( defender built into win 8.1 ) , avast , avira comodo is to complicated for novice users. what kind of user is your sister : does she play online games , download from untrusted sources? if you want to pay you can get trendmicro , norton or eset.

Who in the right mind would want a product that slows down the computer? --- If you want even more slowdowns then you get BitDefender

I don't suggest this at all, I suggest Avast as it is light on the system.
FOr sure, but one could try bitdefender free. its really light and effective.
