I'm pretty sure this is the one he recommended but don't hold me to it.

It's also possible to enable it in the op but I haven't tried it.

As mentioned by @BryanB I use TranslucentTB/TranslucentTB

I'm now using the full transparent mode, I love it!

I just tested it upon your recommendation and so far... I'm loving it! It's really customizeable, and fast... Gonna keep on testing!

If you just want to make the taskbar transparent, I think that the small program taught by @RoboMan and @Bill K is the best.
Rainmeter has various other skins, and it can be utilized in a wide range. I am also using it.
