Has anyone noticed that the Chrome browser received the fewest votes?
Chrome is not very popular among tech-savvy, but it is the favorite choice for the average user.
True. OTOH, Chrome is probably the leanest browser among the major ones but it has a bug (or feature? ;) ) where device data isn't cleared on exit even when enabled. This the only reason I don't currently use it.
 
The same scenario with Edge; sometimes I find sticky remains of cookies after restart.

With the policy, Chrome works fine.

For your Edge browser, this can happen if you have changed the permissions for certain websites, even unintentionally.
You will see that if you reset the permissions to default, you will be able to delete the cookies that apparently do not want to be deleted.

Edge fails to clear cookies for months, I reported it and reported it and I gave up, it was clearly done on purpose. Just like before, temporarily fixed, now happening again.
Users shouldn't have to resort to such methods.
When I see the default Edge after a clean install, I am like:

I literally can not see the browser through it's features.
I would never use it without policies, it is unthinkable.
I do not have to use policies on other browsers. 🤷‍♂️

@TairikuOkami knows that I have been using Edge for many years.
Edge is the most difficult Chromium-based browser to use without policies.
Those who use it without policies accept compromises.
Today, I am no longer willing to accept those compromises.

However, Chrome is not easy to tame either.
My Chromium Command Line Switches are so long that I have to use one trick to run it and another trick to add it to the toolbar.

Furthermore, the use of one policy implies that you must use at least two others.
And that brings us to three policies.

Cookies exceptions were supposed to fix that, but Edge is currently all or nothing. 😩
When this policy is enabled, the specified set of cookies is exempt from deletion when the browser closes. This policy is only effective when:

  • The 'Cookies and other site data' toggle is configured in Settings/Privacy and services/Clear browsing data on close or
  • The policy ClearBrowsingDataOnExit is enabled or
  • The policy DefaultCookiesSetting is set to 'Keep cookies for the duration of the session'.
