It might appear so, but they are adding features and filters silently. They obviously do not care about promotions, just a working DNS.
Several webpages were suddenly blocked last year using Online Gaming filter and vpnly is not on the list, but it is blocked properly.

So they are using a different list rather than their own. Maybe they forgot to update their GitHub. It's also possible that they are using Hagezi's DoH/VPN/TOR/Proxy Bypass filter list but don't want to acknowledge it since Hagezi stopped recommending NextDNS due to NextDNS's refusal to cooperate. It's one or the other or both.
I just tested whether NextDNS's Bypass method blocks all domains present in the Hagezi filter and it blocked everything except 5 NextDNS-related addresses and tailscale.com, which is understandable.

Yes, last week. I'm still on Zero Trust Free plan. It didn't revert me back to the legacy plan. Feel free to add card, activate Zero Trust Free plan and then remove the card.

When it says internal server error and the action fails, it means Github is acting up. No need to stop automation.
