Does this reinstall OS?

If it is OEM will I loose license?

All you have to do is download desired os and edition, then burn it to cd/dvd. Yes, this reinstalls OS, when you are installing OS you need to choose custom installation, mark your partition and format it.

you can do a CHKDSK via the recovery console or Win7 DVD or Hiren's. Even with Linux, you can do it with GParted

OMG the operating sys does not boot and you are telling here to move to linux

try to boot into safe mode and do system restore
https://www.google.ca/webhp?sourceid=chrome-instant&ion=1&espv=2&ie=UTF-8#q=boot into safe mode&safe=off&tbm=vid

if it wont work try
http://malwaretips.com/threads/how-to-do-system-restore-from-command-prompt.27825/

or if you have windows 7 or vista you can make a ripair disk on any other pc that has the same operiting sys and boot from it, not that if you have 32 bite OS it have to be the same, it will work on any win 7 that has the same bit, the same story with vista

Tell us more about your PC;
- What OS does it run?
- Do you know how to access the BIOS?
- In the BIOS, do you know to set to Boot from DVD or USB first?

Use Google to find answers!

Now continue..

On a working PC, download and create a recovery DVD or USB, guide is here:
http://www.howtogeek.com/howto/wind...ndows-vista-repair-disk-if-you-dont-have-one/
Windows XP, Vista, 7, 8, 8.1 Recovery disc Download Links:
http://neosmart.net/blog/2008/windows-vista-recovery-disc-download/
Remember to choose the correct 32-bit or 6-bit versions.

Burn or Write the Recovery ISO to DVD or USB with the available tools.
Insert the medium into the computer, DVD or USB.
Press any key to launch from the external medium.

You should be able to use the Recovery disc to perform a System Repair, or use the Command Prompt to fix the MBR.
