There are multiple programs that display icons in the center. This is what @upnorth was introducing

I am using StartIsBack which is paid tool but the fee is reasonably low and it's a lifetime license.

It also allows few more tweaks like centering icons on the taskbar, taskbar transparency or changing Menu Start icons:
