True. How do they, I mean ESET or any other product nowadays, choose when to upgrade the version number? ESET seem to do it every year around this time. So maybe a yearly thing.
Typically a roadmap will be created. The roadmap outlines some deadlines. Whatever is finished within the deadlines is released. With or without it, the version is incremented.

In this case the build number is 11.

This is the 11th variation of 19.2 or whatever. Hard to fix bugs require work and a new build. This is what causes variations (days/weeks).

Yes, if I understand correctly what TuxTalk suggested. First, upgrade from 18.2 to pre-release 19.0 with the update settings set to " pre-release," and then return the settings to "regular." This will cause the product itself to remain on the higher version 19.x, which is released in the pre-release channel, but the update (module) management will return to the standard release channel.
And this is exactly what I am pointing out, that when "downgrading" the update channel, problems with some features may potentially arise.
