In the US, many older neighborhoods are still equipped with 60-year-old copper phone wire, so DSL is slow at best. With no serious competition or rate regulation, monopoly or duopoly ISPs can charge as much as they like, including hidden fees and charges. Also, many apartment buildings (like mine) are served by only one wireline ISP, so it's the same problem. Cell phone data plans are even more expensive, upward of $40 for 10 GB at mediocre speeds, subject to throttling by the phone co. under the guise of "network management."
