tested with 50 https phishing links, web shield only, file shield was disabled
with "Do not scan...", it blocked absolutely nothing
enabled "scan encrypted..." it started to block a lot of links
of course it doesn't affect http links

Correct It works without the extension.I think this setting in on traffic level, and probably works even without any browser extension...
For now...let's keep our fingers crossedA new Google Chrome update today to version 69.0.3497.100 and it seems that the issue is gone (again)...
