Advice Request Know any VPNs with SSL tunnelling?

With tunneling you mean break SSL/ TLS ?

you shouldn't do that in terms of security and privacy.
Same why "security" programs shouldn't do that. Yes, bad ones do that

No. Something that wraps whatever protocol they use over SSL so ISP thinks I'm not on a VPN.
Aren’t they still going to just see the IP address you’re going to? I’m pretty sure they are familiar with pretty much every IP that VPNs use.
