Windows Firewall Control as mentioned above, Tinywall, Simplewall by henrypp and Firewall hardening by Andy Ful are my main recommendations.
Also Symantec Endpoint Firewall but it falls under "grey area".

I suggest Windows Firewall hardening by Andy Ful to configure the built-in firewall for increased security

And Updates - Portmaster Firewall (Alpha stage) to manage and filter traffic (yes, it's still an alpha version, but it works pretty well, and also doesn't disable Windows Firewall anyway)

I'm sure there is no other answer to your needs than Windows Firewall Control.

I'd also vote for Windows Firewall Control. But if you only want to edit or add firewall rules, the easiest tool is a portable app named Firewall App Blocker. I always have this app on my PC because it does not utilize resources. I also use it to back up and restore my firewall rules. So user-friendly!

I hardened Windows Firewall with outbound rules from Andy Ful Firewall Hardening and SysHardener and used Firewall App Blocker to do the job.
