My friend from work bought new PC recently and I helped him install Windows 11 over the phone. We wanted to create local account so we tried with the method using no@thankyou.com and a@a.com combination which expectedly didn't work. In the end, we ended up using the method from the video (without using CMD).

It won't. It will tell you to connect to the internet to continue setup. But you can open CMD and use oobe \bypassnro command to continue setup without internet access.
Is there any other operating system forces users to be connected to the internet to set up?

You can customize the windows ISO and bypass the restriction using Answer files (unattend.xml) which is legit Microsoft function. There are lots of GitHub .xml configurations freely available or you can create one by yourself from https://schneegans.de/windows/unattend-generator/.
Tested that generator from schneegans in a VM and it works well. :cool:
