It is well known that for decades NSA (and lately with the help of their Israeli friends and colleagues) has been spying on countries around the world, including NATO allies. See the 2017 Kaspersky case. Regardless of how Kaspersky came into possession of the state malware, it is certain that the malware was installed by the NSA.
