Thanks @harlan4096 for the advice. I forced the manual update via the system registry; Patch G has arrived, now the firewall rules are working again. Thanks again

Patch G (December 09, 2019)
  • The program has been finalized so that it uses less computer memory.
  • The installation of the program “on top” of the previous version has been improved - the update process has become more understandable. If the computer has a program with an expired license and you install a new version “on top” of it, you will not be shown the Found a previously installed version of the program window .
  • The following errors have been fixed:
    • In some cases, hovering over the Kaspersky Protection icon in the search results did not display detailed information about the site.
    • In the Firewall component of the Network Properties window , Wi-Fi networks were not displayed. In some cases, the type of network (public, trusted, or local) was not determined correctly.
    • In the Application Control component, new programs were not added to the Trusted, Limited, or Untrusted group.
    • The entire backup task was interrupted if there was a folder among the data to be backed up that was denied access.
    • The rarely used programs section sometimes displayed programs that were actually used frequently.
    • After updating the program from the Detailed reports section, records about events that occurred before the update sometimes disappeared.
  • Fixed some other errors in the program, including those that helped to detect users

@SeriousHoax In the previous patch the Firewall did not allow to create rules in the applications, reliable, limited, unreliable; now with Patch G the problem has been solved and is also lighter in resource consumption
Ow I see. Also it was not possible to manually add applications to groups which has also been fixed so nice update.
