Ping depends which technology used, like Fiber, cable or copper etc . . .i don't think it depends on which DNS server you use.
Ping depends on type of technology and the quality of the ISP network you use. You could use fiber and still have high ping if your ISP has bad routing.

Also, I never mentioned DNS. I said I'm connected to Cloudflare Zurich which makes my ping higher, download speeds lower than what I usually have. Here is the perfect example what I mean.
