Recently, I have had a problem with submitting false positives to Norton and Bitdefender via :
https://submit.norton.com/?type=FP
https://www.bitdefender.com/consumer/support/answer/29358/

In both cases, the file is not uploaded.
I can still use another submission link in the case of Norton:
But, I am not sure how it will work for Norton products (Norton 360, etc.).

Is there a solution for Bitdefender?

The best solution for both is to ignore the forms and contact tech support.
The email is: bdsupport@bitdefender.com
For Norton, contact Norton Support via chat or social media.
In addition, you can try the Symantec Submit form (Norton and Symantec work together under these engines under the STAR agreement and share patents).

If you are unable to submit the full file on any form, enclose link to the false positive or hash in a text document and upload the text document instead.

Hi Andy, you will need to be a little precise here. Could you share what exactly went wrong as you clicked the Submit button on the Bitdefender page, or was it something else ?

The "Choose file" option allows to select the file via Explorer, but after that it still shows "No file selected". I tested this on small files < 25MB ).

For Bitdefender, always use the business submission link provided by @likeastar20 above. You don't have to be a Business customer. Just select one of their product from the list, I choose the first one. You'll also get a response from them in your email about the result of the submission, and you'll have the chance to dispute the result too if you don't agree.
If no submission link is working then contacting support as @Trident mentioned is possible, and once again in my experience you don't have to be a Bitdefender user for that.
For Norton also submitting via the Symantec portal is the best thing to do and they also support hash submission if the file is available on Virustotal. For Symantec, you'll also receive a response in your email, though it's automated with no chance to dispute.

BitDefender website is kinda buggy for me too, but try using their business portal. Their response time is very fast, and it might work better. It doesn't matter if you don't have any business products from them(just pick a random product). https://www.bitdefender.com/business/submit/
Does not work for me (tried Edge and Opera). This time the webpage correctly shows the selected file, but finally the submission fails.

@likeastar20,

After some tests I found out:
  1. The submissions to Bitdefender via https://www.bitdefender.com/consumer/support/answer/29358/ , still do not work (small and bigger files).
  2. The submissions to Bitdefender via https://www.bitdefender.com/business/submit/, work for smaller files (tested up to 20 MB). Anyway the submission for the file 23MB ( smaller than the file size limit 25 MB) is rejected.
It seems that something wrong is with the filesize limit in the second link. Unfortunately, the size of the Hard_Configurator installer is 23MB.
