The problem with DNS scanning is with DoT and DoH, it becomes very difficult for whole home or enterprise solutions to block bad sites via DNS. Such as at the router level, which is currently very easy to do but soon will not be.
I think that's another case. DoH, DoT doesn't hurt how Emsisoft's surf protection works.

Does it not if it’s implemented in the browser as opposed to system wide? I have never tested or dig into it.
Emsisoft block malicious hosts at DNS level but I don't know about the technical details. But it works, for example, I'm using DoH system wide and tried to download a file from a malicious host using Internet Download Manager and Emsisoft succesfully blocked the connection.
