UAC prompt has an background image of Windows Update instead of grey

Upgrade to 1809 from 1803 and now each time UAC prompt has an background image of Windows Update instead grey image. Anyone knows how to fix this? 1803 was fine.

For some reason, I can't upload the file nor the image url.
Nvm, I found it
Settings > Personalization > Background. Apparently Windows puts this thing in here without my permission and remove my blocking Windows Host Script settings......
