Great initiative, but I wonder.

..when the developers handover their user id's as well on Github, how would somebody know the ownership is changed?

Considering all malware which is hosted on Github (some for legitemate whitehat purpose, some with malicious intend), the user screening on Github is just a formality (reply on email)
