I am not quite sure, but the dev is active here on MalwareTips: @xywcloud

The scanner uses the Rising engine including it's cloud engine and also it's own heuristic engine. Rising is an antivirus developer from China, but if the software itself is chinese is another question. Can't answer that, sorry.

The dev already said that the first scan will take much longer than the future ones. I can confirm that.

Probably. I mean that will probably be the reason, why the first scan is slower and the following ones are faster.
