Windows 11 22H2 Patch Tuesday apparently causing freezing issues on AMD Ryzen PCs

The Patch Tuesday update for November fixed a security vulnerability related to the Spectre Variant 2 on most AMD processors. However, the next follow-up in December, the final one for 2022, apparently hasn't been the kindest on systems with AMD CPUs. That's because some users are reporting freezing issues on their AMD Ryzen systems. This is seemingly happening on Windows 11 22H2 with the KB5021255 update.

Reddit user Thomsen48 exclaims that the freezing issue on their Ryzen 5 4600GE systems was apparently present in November's Patch Tuesday (KB5019980) as well. This comment has seven upvotes (at the time of writing) which could imply that others have experienced similar issues. They write [...]

Microsoft has acknowledged a new bug affecting some Windows 11 applications triggering launch issues and causing them to display errors after a system restore.

The company said that "after running a System Restore to a previous restore point on a device that is running Windows 11, version 22H2, some Windows applications that use the MSIX Windows app package format may experience" various instability problems, including failures to launch, freezes, and crashes.

Multiple Microsoft apps are known to be affected by this known issue, including Notepad, Paint, Microsoft Office apps, Cortana, and the Windows Terminal app.
"This list of apps is not a complete list. Any Windows applications that use the MSIX Windows app package format may experience this issue," Redmond said.

Windows 11 users on the latest version 22H2 of the operating system should be wary of a bug that is messing up some important apps after a system restore has been performed. Bleeping Computer pointed out this development, which is discussed in a Microsoft support post about the problem where affected users encounter a ‘this app can’t open’ error message with some core Windows applications. The error pops up after reverting your PC to a past system restore point, and it hits some apps that use the MSIX Windows package format. That includes Notepad, Paint, Microsoft Office, Cortana, Terminal, and possibly other Windows apps, Microsoft observes. But note that some applications which use the MSIX format remain fine.

AMD fixes major Windows 11 22H2 bug that led to launch failures with 23.1.2 driver
AMD has released its latest driver version 23.1.2 today for its RDNA 3 (RX 7000 series) cards. The new driver, although not Microsoft WHQL certified, fixes a major bug that would lead to launch failures with the error "Delayed Write Failed” on Windows 11 version 22H2.
You can download the new Radeon Software 23.1.2 from AMD"s official website. Like its previous two driver updates, the new Adrenalin release is once again only applicable to Radeon RX 7900 series GPUs and those with last-gen cards, like RX 6000 or older, the latest driver still remains 22.11.2 released back in November 2022.

Microsoft has started the forced rollout of Windows 11 22H2 to systems running Windows 11 21H2 that are approaching their end-of-support (EOS) date on October 10, 2023.

Redmond is regularly initiating automatic feature updates to ensure that it can continue to service these devices near their EOS date and to provide them with the latest updates, security updates, and improvements.

The automated feature update rollout phase comes after Windows 11 22H2 (known as the Windows 11 2022 update) has also become available for broad deployment today to users with eligible devices via Windows Update.

"Today we begin to automatically update consumer and non-managed business devices running Windows 11, version 21H2 Home and Pro editions to Windows 11, version 22H2," Microsoft said in an update to the health dashboard.
