Tried this and it is the same issueTry just restarting your computer and checking for updates again. Usually, it's just trying to install an update that is already on, or that it doesn't need. If this still happens after a few hours, try doing another in-place Windows upgrade.
it is upgade not clean installThat error usually happens to clean installation. Usually during the first update. I encounter that on x64 and ARM64. Once the download and installation of the 1st update is finished,restart and it will be gone.

Last resort would be to do another Windows in place upgrade which I think is similar to how you upgraded to windows 11 in the first place. But this has fixed some things for me where other things couldn’t: How to run In-place upgrade in Windows 11 - Microsoft Q&A
