Reinstalling driver, restarting computer

So my computer fans have been making very loud noises recently. So I went into task manager and found this

I did some scans with Kaspersky, NPE and HMP but they all found nothing. This is when i decided to disconnect my external monitor from the laptop, and ....

I tried to reinstall my GPU driver and restarting my computer, but it did not help.

Does anyone know why/have similar experience as me?

Check the refresh rate setting of your external display. This setting is often changed without permission.

Try changing the settings to 1920x1080 60Hz.

It seems like the usage dropped a bit, but it is still high

I would like to change the active signal mode to full HD as well.
Can I change it again this way? Since it is a Japanese system, please refer to the placement of the setting location.
