Troubleshoot IP Prob

My IP usually starts with 210.x.x.x
Sometimes IP is assigned as 195.195.x.x. When this IP is assigned ports 80, 443 are open & rest closed. This happens with both direct connection (without router) & with router.
If I restart the system the usual IP is assigned 210.x.x.x & no probs.

Today when I started system IP was assigned as 195.195.x.x.
When I tried to browse, I got the captcha page. Attached is the screenshot.
I restarted the system & the usual IP was assigned 210.x.x.x & no probs.

Dont know why sometimes 195.195.x.x. is assigned?
As you can see above it seems dangerous as ports 80 & 443 open. And today got the captcha page.

Any info?
Is something fishy/malicious here?

Never had an infection.
No probs on the system.

HMP, MBAM, CCE Scan, KillSwitch, Bd Free Full Scan, Comodo Full Scan, etc... dont show anything malicious/suspicious/probs, etc...

Which IP should I check on clean-mx blacklist?
210.x.x.x
Or 195.195.x.x

195.195.x.x because you got captcha on google site only if ur IP is listed on blacklist. btw: Are u using DHCP or have static IP adress?

This is your IP address? 2x3.1x5.71.1x0 because i see it in screenshot and when i wrote it to browser i got notif about expired Account from some India ISP.

Currently I am using router.
My WAN IP is usually shown as 210.x.x.x & no probs. Sometimes its shown as 195.195.x.x & the probs open ports, etc... mentioned in the opening post.

I checked clean mx blacklist & MX Lookup for both IP.
210.x.x.x MX Lookup shows correctly my ISP. Blacklist check shows blacklisted by 4.
195.195.x.x MX Lookup shows some netra.lewisham.ac.uk. Blacklist check shows clean.

This is your IP address? 2x3.1x5.71.1x0 because i see it in screenshot and when i wrote it to browser i got notif about expired Account from some India ISP.

That kind of number is listed under Gateway in router.

DHCP(dynamic) your IP was changed every time if u restart router. Static is hard set in router. (IDK how on India but on Slovakia for static IP i must paid 4 € every month on every IPS)

My adapter properties doesn't have IP or DNS filled.

Yes this is DHCP. Ur provider have closed ranges of IPs ( exp. 200.101.0.0 -> 250.250.250.254) and giving u IP address. Of course from this IPs can be sended spams,malware etc.

No, only sometimes you got blacklisted IP from spammer. If you want have static IP address rent some free VPS(Virtual Private Server example from haphost) and make private VPN server only for you.
