Revo without a trace of doubt! Been using it for years, and its pro version's capability in particular is unmatched. It's helped me get rid of incredibly stubborn programs that no other uninstaller could touch.

HiBit Uninstaller 🙂 However it's failed to uninstall some software like Quick Heal / Bitdefender.
HiBit Uninstaller can sometimes fail if there are running processes / services in the background for the software you are trying to uninstall, a good practice is to end any processes / services related using task manager.

Use this uninstaller:
Magoshare Uninstaller is the best free Windows uninstaller. It can help you easily uninstall programs one by one or in batches and remove all leftovers.

I installed it and quickly uninstalled it...
Too basic, left several residues that Revo Uninstaller Pro found... it clearly looks like a basic copy of Geek Uninstaller :/

For a free uninstaller HiBit Uninstaller is probably the best option. However, if an antiviruses own uninstaller leaves drivers still installed, usually third party uninstallers won't delete them either, unless you have actually used the uninstaller to keep a record of the changes when installing the antivirus, so they have a record of files and registry keys that need to be deleted.
