Trying to optimise my business fiber optic with HT in Croatia, we're based in Rovinj.
I also tested dns0.eu which has excellent privacy features and collects no data.
They claim having a server in Zagreb but when i ping/trace 193.110.81.0 or 185.253.5.0 i am routed via Vienna, not optimal. Do you know the exact address of their Zagreb endpoint by chance? They seem to use EdisGlobal and Cro Web Host as partners, which i just emailed to see if they can share info with me.
Otherwise, yes Cloudflare is faster and POP in Zagreb but isn't as private. Is better than Google but they have a "Limited data sharing with APNIC".

Sorry for late reply, I'm not here very often, but I do visit the forum from time to time.
Unfortunately, I don't know the address of their Zagreb endpoint and at this point I'm actually starting to wonder if they have one in Croatia at all. I'm using A1 fiber and from examining the traceroute I'm going from Zagreb via Level3 to the UK and then to France. This is on their primary DNS server.
When I type their secondary DNS server IP, it goes from Zagreb through Vienna (A1 Austria) and ends up at ANEXIA Vienna.
I also made traceroute on Telemach HR mobile network, and packets go through Telemach SI, then to Frankfurt and end up in Vienna. Secondary DNS goes directly from Zagreb to France.
You really shouldn't be worried about Cloudflare's 1.1.1.1 DNS. I find it alright; they do collect some data, but they anonymize it. I honestly trust them more because they have audits which confirm their claims. And they own all of their infrastructure; they don't lease it from other providers.
I am more suspicious of DNS0 though, as they just claim they don't collect any data without any proof and rely on the 3rd party for their services.
If you hear back from Cro Web Host, tell me. But I still have some doubts about DNS0.
