Not really. PB is just another option for some users, e.g. to use with a browser that has built-in adblocking.

It's going! We've been making changes to prepare Privacy Badger for non-persistent background processes, be it an event page (Firefox) or an extension service worker (Chrome). We're now moving content filtering from webRequest to declarativeNetRequest.

With the coming 2024 phase-in of MV3 this new feature along with the still-in-development Privacy Badger MV3, it may make sense for some users to run µBOL and Privacy Badger together. I say this with the obvious proviso that we don't know what the MV3 version will look like in terms of features, blocking abilities, etc..

Apparently, Privacy Badger has uncloaked and blocked CNAME trackers since v. 2021.6.8. I must have missed this previously.

We use CNAME mapping lists from AdGuard to "uncloak" CNAME trackers in all browsers as of Privacy Badger version 2021.6.8.
