This is Bing.
OK, so when you're in the MS ecosystem the ads are 1st party and no blocklist will save you, AFAIK. Same with Amazon, eBay, etc. We're all in the clutches of the mega-octopolies! ;)

Octopoly: A monolithic, megacorp resembling a giant octopus that controls a large portion of the global socio-politico-economic order!

For me it seems the "AdGuard Annoyances filter" would fix it. On FF with Adguard I get search engine suggestions when the filter is not active.
I should have mentioned the ones I have already;
  • Brave's default
  • EasyList Cookie Notices
  • Fanboy Annoyance
  • Fanboy Social
  • uBlock Annoyance
  • EasyList
  • Adguard Cookie Notices
If I use Adguard Annoyances, that can replace Fanboy and uBlock Annoyances?

I don't use Bing, but you could try this registry tweak:

If I am not mistaken, AdGuard Annoyances & Fanboy Annoyances & uBlock Annoyances do not replace each other, and can be used together; I think that at least two of them were designed to be used alongside Fanboy Annoyances instead of replacing it.

uBlock Annoyances description:

"Description: Filters optimized for uBlock Origin, to be used with Fanboy's and/or Adguard's "Annoyances" list(s)."

AdGuard Annoyances description:

"It was inspired by Fanboy Annoyances List but doesn’t duplicate it — you can safely use them both."
