I can guess that Cyberlock uses some DLLs loaded dynamically, so it is blocked by dynamic code trust in WDAC. In the next WHHLight version, I will skip dynamic code trust, because it can block many .NET applications.
But in the case of CyberLock, using the WDAC in WHH is an overkill. You should probably switch OFF WDAC and use only the SWH option.
