Web filter can't block malicious exe files, only html pages are blocked.
The uninstaller doesn't do anything.
Sorry but it sounds like a joke. If it doesn't delete the installation folder, It's not a real uninstaller...The uninstaller just doesnt delete the installer folder, but it deletes all the keys.

It's a problem, that's one of the purposes of web filters...I think that is no problem if it is blocked by the real time protection
